  Villagers confront Mirant’s Pagbilao coal plant
Pagbilao, PHILIPPINES —; Pagbilao, Quezon, 20 Oct 2005 – Villagers from the province of Quezon today gathered in a solemn ceremony to seek justice and an end to the suffering caused by the Pagbilao coal power plant, which is owned by US-based Mirant Corporation.
On a hill overshadowed by the huge smokestack of the 735 MW Pagbilao coal plant, communities from several towns such as Agdangan, Pagbilao and Padre Burgos joined civil society groups as Greenpeace released evidence that the Pagbilao coal plant emits hazardous substances such as mercury, arsenic and lead.
The external costs of Mirant’s Pagbilao coal plant alone reaches up to 27 billion pesos ($480 million or Eu400 million) annually, the second highest in the country.

Quezon Province, where Pagbilao is located, used to have 14,940 hectares (36,918 acres) in 1969, it dropped to only 923 hectares (2,280 acres) by 1991.
Despite this, Pagbilao's mangroves are considered the most diverse in the country and scientists have found 56 percent (19 species) of all true mangrove species growing along the town's coasts.
Complementing the mangrove restoration project is the establishment of a 10 hectare marine sanctuary in Pagbilao Bay and pilot projects to replant sea grasses.

Among its claims is that Pagbilao is the largest power-generating plant in Southern Luzon and the safest in Asia, with very high standards of environmental compliance.
The island is on Tayabas Bay, just off Pagbilao proper, and is connected to the mainland by bridges built by Mirant itself to facilitate mobility of its 450 employees (many of whom live in or near Pagbilao) and visitors (students make frequent field trips here) who would otherwise have to travel by boat.

The fatalities in the Pagbilao accident were identified as Ramil Ramirez, driver of a Toyota Corolla with license plates NLN-770 which collided with a 10-wheel truck along the Maharlika Highway; Luis Villaroca, an unidentified woman and the baby girl.
Police reports said a passenger of the car, Darlene dela Rama, was taken to a hospital in Quezon for treatment of broken bones.

The trip to Pagbilao has previously been rescheduled twice but the offer to go birdwatching on an overnight trip with free roundtrip transport, accomodations and hearty meals failed to dampened the spirits of the eager birders.
The group left Manila at noon but was caught in the traffic and the rains as we passed by the towns of San Pablo, Tiaong, Candelaria and Sariaya.
I took in the beautiful scenery of Pagbilao Bay in the horizon and the mountains to the east where the Quezon National Park is located.

Ricky invited us to bird at Mirant Power Station at Pagbilao, Quezon because Aldrin was to do an environmental management plan, so Nilo and I happily tagged along.
It was a long trip so we left Manila early in the morning around 4:30am and we got at the site at around 10am.
The forest is said to contain one of the biggest and most diverse mangrove plantation in the country.
