Wingate was born in Amesbury, Massachusetts in 1739.

November 21, 1765, fifty-six inhabitants of Hampton Falls, professing dissatisfaction with Rev. Paine Wingate, on account of doctrine, and declaring themselves Presbyterians, having already formed a church, built a meeting-house and settled a minister, petitioned the General Court to be set off as a distinct parish, “for ministerial affairs only.”
A counter petition was presented, January 1, 1766, by a committee chosen by the town, Hon.
Wingate retired from the Hampton Falls church, and those who had withdrawn from his ministry to form the Presbyterian church returned and were readmitted.

 Exeter News-Letter Local News: Residents have always loved a good debate
Some of the more prominent were Dr. Samuel Shepard, a local doctor and pastor of the Baptist Church, Capt. George March, William Pottle and, for a time, the Rev. Paine Wingate.
While in surrounding towns Tories met quietly at small gatherings, here in Stratham it was common to see residents, both Tory and Patriot, at local taverns drinking together and debating the issue.
As the war began, some embraced the Patriot cause and joined the Continental Army and others, like Paine Wingate, went on to represent Stratham in the first Continental Congress.

"Almost two years later on April 7, 1789 Oliver Ellsworth, William Paterson, Caleb Strong, William Few, William Maclay, Paine Wingate and Richard Henry Lee were appointed to a Senate committee to bring in a bill for organizing the judiciary of the United States.
Those four lawyers along with Paine Wingate, an ardent Federalist, dominated the Committee.
The bill passed by the Committee and submitted to the Senate and House consisted of thirty-five Sections containing about 8,500 words, which nearly doubled the 4,543 words contained in the Constitution.
