Pakistan occupied Kashmir (PoK or POK) is the name given by the Republic of India to a portion of Kashmir controlled by the Islamic Republic of Pakistan and People's Republic of China.
PoK borders the Indian state of Jammu and Kashmir to the east, Himachal Pradesh to south-east and Pakistan to the west.
Kashmir was unable to withstand the Pakistani military thrust and the law and order situation in the region soon detoriated.

In terms of territory, the area of the state of Jammu and Kashmir is 222,236 sq kilometers while the area illegally occupied by Pakistan is 78,114 sq.
The areas occupied by Pakistan comprise so-called "Azad Kashmir" (referred to hereafter as POK for Pakistan Occupied Kashmir) and the Northern Areas of Gilgit, Baltistan and Hunza, etc. Pakistan does not trust the administration of POK to handle the Northern Areas which Islamabad considers strategically vital.
He owed nothing to the POK Government as he was appointed by the Ministry of Kashmir Affairs, which was formed in 1952 under the general supervision of the Home Ministry.

Indian occupied Kashmir (also called Held Kashmir) is the name given by Pakistan to a portion of Kashmir controlled by India.
The Indian army in order to secure Kashmir against this invasion marched into Kashmir and were able to drive away the Pakistani army and the Pakhtun volunteers, although Pakistan did manage to take over nearly one third of Kashmiri territory.
But after the repeated military attacks of Pakistan, India has refused to honor this UN resolution as long as Pakistan has control over a part of Kashmir, since India believes that the plebiscite in such a scenario cannot be considered as fair.

This area was part of the state of Jammu and Kashmir (JandK) before 1947 and, to distinguish it from the Valley, Jammu and Ladakh regions, used to be called the Northern Areas of Jammu and Kashmir.
Pakistan Occupied whilst the Kashmir (POK), Pakistan issued a proclamation on April 28, 1949, separating the Northern Areas of J and K from POK and placed them directly under the administration of the Central Government under the name of Northern Areas of Pakistan.
The Shias of POK are thus being deliberately discriminated against and denied their due share of funds for development.

Pakistan was very much upset over this conference which had to be held at an international level, therefore the British Embassy in Islamabad, was asked to refuse visas.
Amanullah Khan is the alone person from occupied Balawaristan, Chairman of JKLF (Aman Group) who instead of condemning Pakistan for the arrest of peaceful political activists, criticised us to appease his masters and ISI but due to the strong public reaction, he distorted the statements later on verbally.
It is clear that leaders from both sides of Kashmir have forgotten the area of Balawaristan as they never invited any representative from this area during any of their programme at international level including OIC.

While Kashmir is mentioned as a disputed territory, the Northern Areas find no mention in the relevant schedule, nor do they have an autonomous or constitutional status of their own.
The ‘Azad Kashmir’ (PoK) Governments, on the other hand, have been arguing ever since 1950 that Gilgit and Baltistan were a part of Kashmir and should thus be incorporated into ‘Azad Kashmir’.
The Pakistan Government appealed in the Supreme Court, which, in a judgment passed on September 14, 1994, stated that " the Northern Areas are part of Jammu and Kashmir state but are not part of "Azad Kashmir" as defined in the "Azad Kashmir" Interim Constitution Act, 1974".

This large chunk of territory annexed by Pakistan in 1947, provided the bulk of the manpower for the intrusions, consisting of the Northern Light Infantry of the Pakistan army.
The area for intrusion and the military units chosen suggest that Pakistan had in mind to put into practice a covert plan, which depended on surprise and called for the non-participation of main part of the Pakistan army consisting of Punjabi musalmans, in order that India did not become aware of the plan.
Pakistan Occupied Kashmir (Azad Kashmir as it known in Pakistan) on the other hand is just 4,494 sq miles with a population of 1.5 million.

The arbitrary takeover by Pakistan of these territories was challenged in the High Court of POK and even the court felt impelled to declare Gilgit, Skardu, Baltistan etc, as part of POK.
Under Section 5(2) (vii) of the POK Legislative Assembly Election Ordinance 1970, a person would be disqualified for propagating any opinion or action in any manner prejudicial to the ideology of Pakistan, the ideology of POK's accession to Pakistan, or the sovereignty and integrity of Pakistan.

 "Azad Kashmir" and "Northern Territories" or Pakistan Occupied Kashmir (POK)?
Pakistan has deliberately kept the status of POK (comprising “Azad Kashmir” and the “Northern Areas”) ambiguous, neither allowing them to secede, nor allowing these territories to be fully integrated into Pakistan.
POK, self determination, (as inscribed in the constitution), relates only to the unconditional accession of Jammu and Kashmir to Pakistan.
In 1991, POK's “ Prime Minister”, Mumtaz Rathore was dismissed, arrested and flown by helicopter to a Pakistani prison in 1991.

JUNE 2, 5-30 p.m.: It was yet another moment of triumph and celebration in the current phase of India-Pakistan relations as leaders of the moderate faction of the All Parties Hurriyat Conference (APHC) from Kashmir crossed the Aman Sethu (Peace Bridge) to begin a historic visit to Pakistan-Occupied Kashmir (POK).
The festive atmosphere was palpable, in contrast to the sombre mood on the Indian side of the LoC, as this was the moment POK and Pakistan had looked forward to for 58 years.

Each one of these outfits is reiterating again and again the demand in favour of a dispensation that empowers the people of PoK and NT to shape and control fully their political and economic future outside the Islamic Republic of Pakistan.
Their only duty is, it seems, to endorse and implement the decisions of Islamabad and strengthen its stranglehold over the occupied areas and they discharge this duty religiously in order to enjoy the loaves and fishes of office and for the sake of personal power and profit.
Nor is it allowed to criticise the anti-people and anti-democratic policies and actions of the powers-that-be in PoK and Pakistan, which are all calculated to thwart and delay indefinitely the realisation of the people's most cherished goal of complete responsible Government outside Pakistan.

The proposal was made to mollify the angry PoK and Hurriyat Kashmiri leaders who, of late have become sceptical on Pakistan’s claim of representing Kashmiri interests at the resumed Indo-Pak Foreign Secretary level dialogue, the sources said.
The Pakistan Foreign Secretary, Mr Shamshad Ahmed, had stated on October 7 that Islamabad was representing the Kashmiri at the Indo-Pak talks.

In India occupied Kashmir, I was shocked to find parties such as the Muslim Conference, who propagate accession to Pakistan, not only function openly but are provided security by the Kashmiri government.
The other option is for the Indian and Pakistani parts of the state to be made semi-autonomous; the two newly formed states (presently POK and Jammu and Kashmir) should have independent governments with shared defence and foreign affairs mechanisms with their respective countries.
The image of Kashmir that political parties such as the Muslim Conference and Pakistani government project is not representative of the Kashmiri people at large.

The 776-kilometer LoC runs between the Indian state of Jammu and Kashmir (which Pakistan calls Occupied Kashmir) and that part of Kashmir that is under Pakistani control (while India refers to as Pakistan Occupied Kashmir or POK and which Pakistan calls Azad Kashmir, or Free Kashmir).
Selling the idea would be far more difficult in Pakistan for its leaders would have to justify accepting the situation as it existed in 1949, when every government since then has pledged to "liberate Kashmir from Indian occupation" and spent billions of dollars to alter the situation on the ground.
The large-scale military aggression launched by Pakistan across the Line of Control in Kargil in the summer of 1999 was an operational expression of this.
