Definition of Head of state   (Site not responding. Last check: 2007-11-05)
A head of state or chief of state is the chief public representative of a nation-state, federation or commonwealth, whose role generally includes personifying the continuity and legitimacy of the state and exercising the political powers, functions and duties granted to the head of state in the country's constitution.
In Charles de Gaulle 's words, describing the role he envisaged for the French president when he wrote the modern French constitution, a head of state should embody "the spirit of the nation" to the nation itself and to the world: une certaine idée de la France.
In reality however, due to a process of constitutional evolution powers are usually exercised by a cabinet, presided over by a prime minister or President of the Government who is answerable to parliament.
