As for the Palantiri being less effective for corruption than a face to face meeting, you are probably right, but I don’t see how this applies.
They don’t transmit images or (the equivalent of) sounds that don’t actually exist (the Palantiri don't transmit actual sound.) What I mean is this: If Saruman and Denethor were conversing using the Stones, the evidence suggests that Saruman was fully capable of lying (verbally) to Denethor, but he couldn’t show him something that didn’t exist.

I have heard that they may represent the seven palantiri, or the seven ships that bore a palantir to Middle-earth.

I thought the seven Stones represented the Palantiri and the stars were the seven stars that make up the Plough or Great Bear.
Of the seven "famous" palantiri (those of Osgiliath, Annuminas, and Aman Sul) were destroyed according to various of Tolkien's notes and tales.
None of this cannot be confirmed, but it is easy to imagine from Gandalf's words that Denethor might have been less obnoxious to a younger Faramir, and decorating his first armor as a sort of first rite of passage.

The Palantiri should be accounted for, in the Mod I think.
Amon Hen should be in the mod, as it was supposedly created before the third age, although Tolkien hasn't stated anywhere exactly when it was built..
I think the Palantiri in Arnor (at Annuminas and Amon Sul) were lost in a shipwreck, along with one of the kings of Arnor.

And Saruman's good with it anyway, because he can carry that around and use the abilities of the other Palantiri that you've sent other characters out to set up and use.
This is extremely useful, even more so than Amon Sul's because it does it with all Palantiri and not just Annuminas (which is really good) and Elostirion (which is really bad).
Otherwise all your efforts to bring out other Palantiri will be helping your opponent too, which sort of defeats the purpose of them (especially since they can often seriously harm the opponent, which becomes you if your opponent uses one of your Palantiri).
