In a letter to her Andhra counterpart Y S Rajasekhara Reddy, she said any attempt to withhold water in the river would be a 'serious breach' of the existing inter-state water agreement.
The people living downstream in the northern districts of the state, who are totally dependent on the river even for drinking water, apart from their livelihood, are very agitated over the new development, she said.
Palar is an inter-state river and was also one of the rivers mentioned in Schedule A annexed to the 1892 agreement which it was in force.

Though there is an impression that the Palar was full of water, it is actually the water drained by the Cheyyar that joins it at Palayaseevaram near Wallajahbad.
The reason for the zero flow upstream from Palayaseevaram is water from the Palar Anaicut is diverted to fill up 317 tanks and lakes (including Kaveripakkam and Dusi Mamandur, among the biggest in Tamil Nadu) with a storage capacity of 10,000 million cubic feet.
That Palar river is now bone dry despite the heavy rain in its catchment areas proved only that inlet channels draining water into this river all along its course were blocked or had completely vanished.

Chief Minister J Jayalalithaa today requested the Andhra Pradesh government to drop its plan to construct a reservoir across the Palar river in the Kuppam area.
In a letter to her Andhra Pradesh counterpart Y S Rajasekhara Reddy, a copy of which was released to the press here, she said any attempt to withhold flows in the Palar by constructing a reservoir across the river will be a 'serious breach' of the existing inter-State water agreement.

VELLORE: The Ambalur Palar Groundwater Resources Protection Committee has protested against the continued exploitation by municipalities and village panchayats of the groundwater resources in the Palar close to the villages.
The above villages were agriculturally prosperous about 40 years ago, when the Tirupattur municipality first dug a well in the Palar river, constructed a pump house on the river and extracted the groundwater resources from the river for supply to its residents.
This was followed by similar attempts by other municipalities and industrial houses, which gradually led to the over-exploitation of the underground water resources and the drying up of the aquifers, which fed the agricultural lands for several centuries.

The bottom-most layer was lined with pebbles and cobbles for 1 foot, to facilitate adequate drainability and the overlying layer for 1 foot was lined with coarse sand above which a layer of one foot of fine sand was laid which served as the Verm-bed.
This layer was sprinkled with treated tannery effluent water over which 200 worms of the species (Octocheatona serrata) commonly found in Red soils was collected from the local Palar river bed and incorporated.

VELLORE: Agriculture Minister K. Pandurangan said he was in favour of building up a case for asking the Karnataka Government to release water from the Bethamangalam reservoir into the Palar River.
Pandurangan said the Palar River, on which the people of Vellore and Kancheepuram districts depended for their irrigation and drinking water needs had acquired the name, `Pazhar' (a polluted river).
Though Palar emanated from Karnataka, a major portion — 250 km of the 350 km long river passed through Tamil Nadu.

State Higher Education Minister and PWD Minister-in-charge K Ponmudi today informed the State Assembly that the government would speed up the civil suit filed by it on 10 February 2006 to stop the Andhra Pradesh government's proposal to construct a dam across Palar river.
Gnanasekaran said that Andhra Pradesh government has issued a GO to construct a 160-ft dam across Palar at a cost of Rs 250 crore.
Gnanasekaran also urged the State government to take steps to set up a Palar River Water Tribunal as it passes through three States.

THE leather units located on the Palar River basin in Vellore district are awaiting the implementation of pilot projects on using reverse osmosis (RO) for dealing with the problem of total dissolved solids (TDS) in treated tannery effluents.
The first option being discussed was for a pipeline along the Palar River bed to direct the treated effluents for discharge into the sea.
Despite connecting their facilities to individual or common effluent treatment plants, the tanners in Vellore district were not able to meet the TDS of 2,100 parts per million, as prescribed by the Tamil Nadu Pollution Control Board.

Contaminants are mainly from tanneries & textile dyeing along with other industries like chemicals, soaps, & match industries.
According to a study sponsored by the Asian Development Bank, pollution loads in the Palar river is extremely high: Total Suspended Solids: 29,938 kg/day, Total Dissolved Solids: 400,302 kg/day; Chloride: 101,434 kg/day, Sulfide: 3818 kg/day; BOD: 23,496 kg/day; COD: 70,990 kg/day: Total Chromium: 474 kg/day and Cyanide: 22 kg/day.
The Tamil Nadu State government is actively involved in trying to reduce flow of industrial wastewater into the River Palar by installing effluent treatment plants and upgrading existing CETP's.
