To compute the palette of a 24-bit RGB color image, the pixels are scanned sequentially.
1661 buckets with occupancy 14, and 10054 buckets with occupancy 15.
The thresholding of histogram bucket occupancy was important to remove sparsely represented colors which were typically on the boundary between two different tissues types and thus - due to the finite resolution of the instrument - represented mixtures of two tissue types.

 PNG Specification: Recommendations for Decoders
Palettes with uniform color spacing ("color cubes") are usually used to minimize the per-pixel computation.
For an indexed-color image, a one-time correction of the palette is sufficient, unless the image uses transparency and is being displayed against a nonuniform background.
Viewers can use a suggested palette for display against a different background than it was intended for, but the results may not be very good.

GFX ZONE - CPC graphics modes
On a basic Amstrad CPC you have a palette of 27 different colours at your disposal, and these 27 tints are created by mixing three levels of red, green and blue.
Since the CPC has a fixed palette it is possible to use any other paint-program and simply use a CPC palette as basis for your image.
At the time these 8bit machines were released the computing world was already being lured to 16bit power by machines like the Atari ST and Amiga.

This did not happen, but it is interesting to note that the original Atari ST series computers, released a year later, featured almost exactly the same graphics modes and palette depth as the Mindset micro.
More information about this notable entry in computing history can be found at this on-line version of a Feb. '85 Creative Computing review.
The Mindset was one of the very first computers to come standard with a mouse; in this case, a two-button unit with a somewhat unwieldy, heavy cord and a metal mouse ball.

Smart Computing Article - directory to dithering
Dithering comes into play when the computer has a limited color palette to display an image.
Using the "browser-safe" palette to optimize your GIF (Graphics Interchange Format) files ensures everyone sees your graphics without ugly dithering.
Dithering is akin to the halftone process seen in print.

 Riemersma dither
Related to dithering are the topics of computing the best colour map (creating an optimal palette) and of doing the quantization step as accurate as possible.
Riemersma dither is a novel dithering algorithm that can reduce a grey scale or colour image to any colour map (also called a palette) and that restricts the influence of a dithered pixel to a small area around it.
For example, when dithering a gray level image to black and white, every pixel is mapped to either black (level 0) or white (level 255) and the error introduced by this mapping is in the range -127..128 for every pixel (this is the quantization error).
