The Palm Sunday Compromise, a private bill more properly known as the Act for the relief of the parents of Theresa Marie Schiavo, is the colloquial name for an Act of Congress passed on March 21, 2005, to allow the case of Terri Schiavo to be moved into a federal court.
The name "Palm Sunday Compromise" was coined by House Majority Leader Tom DeLay, reflecting the combustible mixture of religion and politics that characterized the Schiavo case.
When it came to a vote, the motion was passed 203-58 (156 Republicans and 47 Democrats in favor, 5 Republicans and 53 Democrats against), with 174 Representatives (74 Republicans and 100 Democrats) not present on the floor at the time of the vote.

Solomon and Jeremiah used the palm tree to symbolize straight stature, and they referred to the City of Jericho as "the City of Palm Trees." The palm tree was considered in Biblical times as a princely tree and was used as a symbol of victory and well-being and also as temple decoration.
Palm branches were the conventional symbol of public approval and welcome by eastern people to conquering heroes, and were strewn and carried in triumphal processions.
But already the palm was connected with martyrdom (Apoc 7.9) and was used to decorate grave markers and tombs in the catacombs as a sign of the triumphant death of the martyr.

Carrying palms (or olive or willow branches, etc., if palms aren't available) in procession goes way back into the Old Testament, where it was not only approved but commanded by God at the very foundation of the Old Testament religion.
Some of these same palm branches are saved and burned the next year to make the ashes for the next Ash Wednesday -- the palms, which symbolize triumph, and the ashes, which sympbolize death and penitence, forming a great symbolic connection between suffering and victory.
