Open the.pdb file in a PC text editor (be careful not to save it, as you could corrupt the file) and see if you can recognize the string of characters near the top of the file that defines the type of database you have.
A PalmDoc (often referred to simply as Doc, but I'm trying to avoid confusion with Microsoft Word's.doc format) file is, like everything else in a Palm, really a database.
PalmDoc is the closest PalmOS format you'll find to ASCII, in that does not support any real formatting and is relatively insecure (there's lots of PalmDoc editors out there for PalmOS and Windows).

ePublishing Blog: PalmDOC Format for Palm Handhelds
PalmDOC is an early non-DRM reader format for the Palm Pilot PDA.
It is about as close to being the ubiquitous format for the Palm as most of the readers will read PalmDOC in addition to their proprietary formats.
PalmDOC is not the most compressed of file formats which can be a problem with long novels, but it is probably a good idea to offer your novel in PalmDOC to cater to the Palm owner.

Project info for palmdoc   (Site not responding. Last check: 2007-10-14)
Palmdoc, inspired by javadoc, is a Perl program intended to help Palm programmers document their projects.
It takes a projectname as input and walks along the project files, generating an HTML document from the code and the comments.
While palmdoc has some strict rules, it helps the programmer maintain a clear document-structure and minimizes the effort of having to write seperate documentation for each project.

Some PalmDoc converters are storing the wrong value for document size.
Since the size must be computed always for PalmDoc documents (since it could be wrong), it is now stored after being calculated so it doesn't have to be done again.
* Some PalmDoc converters generate horribly broken files in which the size of text records is not constant (they should all, except that last one, be recordSize in length).

There's an approach I tried recently that might just be exactly what you want if you have MS Word on a Windows PC...
Then it launches DropBook to produce a PalmDoc document (in the same directory as the source file and the pml file.) If you choose the options, you can have it automatically delete the intermediate pml file, and automatically set it up in the installer to hotsync to your device on the next hotsync.
All in all, I found it to be a very nice way to create PalmDoc documents.
