Palmer Cox (April 28, 1840-July 24, 1924) was a Canadian born artist, best known for his series of humorous verse cartoons about the mischievous but kind-hearted Brownies.
Cox's text is quite crude, and does not develop individual personalities for the Brownies, aside from the "ethnic" ones speaking in stereotypical dialect.
Cox's illustations tend to show a crowd of Brownies jumbled together, with specific Brownies recurring from one illustration to the next, but with no Brownie occupying a predictable location in the picture.

Cartoonist Palmer Cox is believed to be the first to succeed in turning his characters into a commercial franchise — even Ally Sloper, which began in 1867, wasn't widely commercialized until later.
Cox wrote stories about his Brownies in the classic four-beat iambic verse form, used in children's literature of all languages since time immemorial — and in comics since Max und Moritz, 19th century German precursors of The Katzenjammer Kids.
Cox set stories in the Brownies' miniature world as early as 1879, but it wasn't until the February, 1881 issue of Wide Awake magazine that the recurring characters that gave the series its wide appeal assumed their final form.

At the age of 17 Cox left Granby to work in Massachusetts (1957-59), Ontario (1860-63), California (1873-76) and New York City (1876-1904).
Cox retired to Granby in 1904, where he had constructed his Brownie castle.

COX was a prominent individual on St. Vincent and is listed as a member of a "Friendly Club" in 1785.
In 1799, he is listed as Adjutant H., in 1806 as Captain Herbert Palmer COX, in 1814 as Captain H., and in 1821 with the "Light Horse", as Captain Adjutant H. An 1816 newspaper notice in the Times of London notes him as Clerk of the Assembly of St. Vincent in 1815.
The elder John George COX served in the British Army and is named as Captain John George COX, in the Canada death notice of his daughter Jane Ann McLEAN, wife of John McLEAN.

The Brownies were the invention (or as I now prefer to say, the discovery) of Palmer Cox in the late nineteenth century--a sort of proto-Dr. Seuss with his wild tales, his comic spirit, his doggerel, and his entertaining illustrations.
Cox imagines them traveling all over the United States (and indeed, all over the world), but it is not hard to deduce where they came from: they come from the ground under us, homing to the smells of ink and library paste.
In his fancy, Cox has taken his Brownies, he thinks, to Philadelphia, but the careful modern reader can see that he has limned more than he could imagine: it is as if there had been a time-warp, and the author of 1892 suddenly had a vision of post-1929.
