Joel Palmer (1812-1884) of Belfast Township, Fulton County, Pennsylvania, was an Anglo-American craftsman who worked in a manner associated with the Pennsylvania Germans, although he was geographically on the fringe of heavy Germanic settlement and influence.
Several of Palmer's chests have sunflowers flanking floral bouquets, but this is believed to be the first chest with pinwheel designs attributed to Palmer.
