Political parties were slow to emerge in Papua New Guinea and in 1984 – 20 years after the first general elections – it still requires some stretch of the imagination to speak of a party system in Papua New Guinea.
Pangu was maintained in office, however, by a split within the UP which brought about half of that party’s members across the floor to the government.
Although most of the larger parties have, on paper, organisational structures based on party branches, in fact the majority have their origins in parliamentary alliances and remain dominated by parliamentary members, and between elections party organisations in the electorates tend to atrophy.

A vote for a Pangu candidate at any national election was a vote for Michael Somare, for it was inconceivable that anyone else would become a Pangu prime minister.
By the mid-eighties, concern was expressed within Pangu ranks that Sir Michael showed no signs of handing over to a younger man, and that the time had come to persuade him to cede his leadership.
Following the 1992 election, the Chief briefly re-assumed leadership of Pangu and of the Opposition, in the wake of the Namaliu government's one vote loss of power in the House, and critically, the tragic death from luekemia of Sir Rabbie's wife, Lady Margaret Nakikus.

Notices published in the daily Post Courier and National newspapers by the Commission shows that it was aware of the Plaintiff being endorsed by the National Party but somehow the ballot paper does not reflect this.
