 | | PANIQUI, Tarlac — While rescue teams are still having a hard time penetrating western villages in this town that were deluged by strong floodwaters from the earth dike of the Tarlac River, eastern villages in the neighboring town of Moncada were also in need of massive evacuation. |
 | | The Tarlac said that of the 5,831 families, or 24,510 persons, affected by floods in 18 barangays, combined rescue teams from the Army, the Navy, Air Force and the local police, as well as the province’s counter-disaster personnel, were still only able to evacuate 429 families, or 2,201 persons. |
 | | Worst hit were the provinces of Tarlac, Pampanga, Bulacan, and Pangasinan where a total of 86,479 families composed of 427,150 persons were affected prompting the government to declare these areas in state of calamity. |
