Panko use always seems like cheating, excepting the dishes I started in on them with, tonkatsu, say, and other Japanese fried items, as mentioned by Jason above.
We also mix panko with Pamasan anhard boiled egg, then sprinkle on asparagus and top with a little balsamic and olive oil.
I use panko for any application that calls for breadcrumbs when I do not have a supply of in-house toasted bread crumbs (from dried baguettes etc cubed then shattered in a food processor).

fwiw, I found panko in the Asian section at the upscale grocery store near me. They have a huge Asian section adjacent to their sushi bar, which is where I found it.

I believe that "panko" crumbs are made from tempura batter.
In Japan we use "panko" when we cook croquettes, hamburg steaks, pork cutlets and so on.
