A pannier is a basket, bag, or similar container, possibly large, and carried either in pairs slung over the back of a beast of burden, or attached to a bicycle or motorcycle.
Traditional panniers for animal transport are typically made of wicker, while bicycle panniers are usually of nylon or other synthetic fabric.
Motorcycle panniers may be hard-sided metal containers with lids, or made of fabric.

Almost every pannier has a two-point system that is developed with two solid points of connection at the top (two pannier hooks) and a third point of connection at the bottom of the pannier, by means of straps or springs.
All panniers that have a long vertical pocket on the rear side of the panniers (often described as a pocket for carrying water or fuel bottles — the worst possible place on a bike in terms of stability) are not designed so that the rear stiffener supports the pocket.
On the bottom of panniers are inserts that are in the same fabric sleeve as the perimetric stiffeners.

If you've been riding for years and using panniers, then you shouldn't be bothered with the difference in handling, because you should be use to it.
Panniers on a front rack on a RANS Stratus or TE interfere with the feet/pedals on the LWB low BB bikes.
I don't like the fact that panniers put a greater load on my rear wheel, thus bringing a risk of broken spokes and faster general wear to parts, but overall, I would prefer the shorter life of a wheel to the longer life of a hill climb.

Pannier covers don't keep the bike-side of the pannier dry (at least not the ones I've seen) so you would need to do this anyway.
I see lots of small panniers on ebay, but they don't usually state if they are for the front or rear, so I wonder if there is much of a difference.
Panniers come with cinch straps so you can make larger bags that are not overstuffed smaller.

For my commute and packing, I prefer panniers as I can fit my clothes in them more easily, even a small one seems to provide more usable space for large objects like a notebook, and it is easier to unclip and carry a single pannier than to remove and carry a rack trunk.
The pannier is a 1 piece unit that easily attaches to the rear rack....and contrary to the details on the webpage, it does not use velcro, rather nylon webbing and buckles...just like on a backpack.
Panniers are great for holding a lot of stuff, and the load is lower to the ground for sure.

A new feature was that the panniers were separate bags, joined by nylon straps at the top (this meant that both bags had to be removed at the same time).
There is simply not enough room in the tiny front panniers mandated by the low-rider racks nor in most of the rear panniers sold to go with them.
In addition to being four inches deeper and one inch wider than the original bags, they have also two long vertical pockets (really tubes) in the rear each made from a single loop of fabric to allow the rear bags to be longer than the rack they are attached to.

The downside to bigger panniers is just what you thought - that you can fit more stuff in them and that you may then end up carrying more than you need.

Your instinct of panniers giving too many Gs to the unit are correct.

I found a one piece pannier with the brand Himilaya in Hungary a few years ago and have used it on both 16 and 20 inch bicycles including a Mariner twenty with a six speed derailler.
I'm beginning to feel that convincing Dahon to produce panniers for their bikes might be the way forward.

I toured across Missouri last year with Performance rear panniers (top load) on the rear rack and Cannondale rear panniers (side load) on the front.
I had quite a bit of trouble getting to some of the stuff in the rear panniers because I had a tent, sleeping bag, and roll strapped to the rear rack on top of the panniers.
when i´m on the road, i don´t touch stuff in the rear panniers, whatever i might need during the ride is either in the handlebar bag or in the small rcksack bungeed on top of the tent and sleeping bag.
