Tank locomotives carry a supply of coal behind the cab in a bunker that often covers a small supplementary water tank.
The water was carried in tanks fitted between the frames of the locomotive, however this form of engine never found favour in Britain but was widely used in Continental Europe usually in conjunction with smaller side tanks.
The express tank was especially subject to this - the disastrous 1927 derailment at Sevenoaks was thought to result from high speed and a bumpy track giving rise to the water in the tanks to surge.

A have heard that their magnetic tank bag is a better item - but that is second hand info and after the Eclipse tank bags "left their mark" on my otherwise pristine gas tanks in the past - I don't feel like giving them any more consideration.

The ubiquitous Pannier Tank was probably built in greater quantities than any other locomotive which operated in the United Kingdom; a grand total of 2,393 were built and in service for a very long period.
The Pannier Tank evolved from the difficulty of fitting a saddle tank onto the Belpaire firebox, which was common to Great Western locomotives, and thus a happy compromise was found.
While there were many minor dissimilarities between units from different production batches, as the basic formula of the Swindon Pannier evolved the years of design practice, service and maintenance experience, most of the variations were in the design details of the cabs.

A 5 inch gauge model of one of Churchward's open cab Pannier tanks which entered service in 1896.
The injector and crosshead pump are arranged for feed from a tank mounted on a driving trolley, the handpump picks up from the tanks.
The paint is tired in places and it requires some tidying up, but the engine is well-made, nicely detailed and in good mechanical order.

Care needs to be taken when opening the regulator as the loco is particularly prone to priming, although if the regulator is treated gently 1638 can storm Tenterden bank as well as any loco, albeit without so much bark at the chimney as some engines.
The pannier has proved to be an ideal locomotive for the KandESR and is many peoples favourite.

CB Collett’s 0-6-0 shunter/light freight 57xx design for God's Wonderful Railway was introduced in 1929, but the distinctive "pannier tank" shape dates back to William Dean in 1897.
He is a Great Western pannier tank engine made by Gaiety Models, a firm long since extinct.

No.8415 depicted in this photograph was a member of the numerous '9400' class of Pannier tank engines.
The '9400' class were introduced by Hawksworth in 1947 and a total of 210 locomotives were eventually built.
No.8415 was allocated to Tyseley shed from new in March 1950 and was transferred to Worcester in June 1960 and was withdrawn in July 1965.

I have recently seen this "type" of model (not necessarily the PT) at the Severn Valley Railway, the Torbay and Dartmouth Railway and the West Somerset.
There is a coal full cab pannier 8750 class on Ebay at the moment.The item number is 5922829206 and is a 'buy it now' for £21.99.It finishes on the 29th.I hope this is of help to you.
The Paignton and Kingswear Railway does but unfortunately does not have the Pannier tank (enclosed cab) - which is no longer made.

A superbly built 5 inch gauge Great Western Pannier tank, the work of a highly talented engineer who is currently completing a meticulous ground-up rebuild of a full-size 8nhp Foster traction engine - he was also responsible for the Autocoach I sold recently.
Previous projects from his workshop included an excellent 4 inch scale Foster traction engine and several 5 inch gauge locomotives, including a highly-detailed L1 curently under build.
It needs minor work to recommission it for use, including replacement of a missing cab handrail, grate and ashpan.
