ecognized in his hometown as a folk painter, Elito V. Circa was born in 28 January 1970 in the old town of Pantabangan, Nueva Ecija, his hometown submerged when he was growing up to give way to the construction of a dam.
His subjects, mostly depicting legends and memories of his old hometown and province, include his signature series on Minggan, the mythical giant who portentously tried to stop the river in Pantabangan from flowing and another series on the evacuation of the townspeople during the construction of the dam.
At present, he heads the Visual Arts Committee of the Association of Nueva Ecija Artists and is a Member of the National Commission for Culture and the Arts’ Luzon Visual Arts and Theatre Arts committees.

PANTABANGAN, Nueva Ecija — This town received recently a windfall of P105.687 million from the California Energy (CalEnergy), builder-operator of the Casecnan Multi-Purpose Irrigation Power Project (CMIPP), in property tax payments accumulated from 2002 to 2005.
Uera said that the funds the town received would be used to fund infrastructure projects such as roads, schools, public market, municipal hall, playgrounds, improvement of the water and electric service, nutrition, health and medical services and livelihood opportunities for the residents.
CMIPP was the Ramos administration’s flagship project, which diverts water from the Casecnan and Taan Rivers in Alfonso Castañeda, Nueva Vizcaya through a 26.7-kilometer subterranean trans-basin tunnel to the giant reservoir in Pantabangan, Nueva Ecija.

CABANATUAN CITY — Two smaller dams of the National Irrigation Administration (NIA) that feed from the giant Pantabangan Dam in Pantabangan, Nueva Ecija will be rahabilitated, affecting some 5,000 farmers in two cities and nine municipalities in Central Luzon, which are expected to lose some P380 million potential income next year.
Gapasin said the rehabilitation of the Penris Dam would affect farmers in the Nueva Ecija towns of San Isidro and Cabiao and Gapan City, the Pampanga towns of Arayat and Candaba, and San Ildefonso in Bulacan.
With the Casecnan Dam fully operational, the Pantabangan Dam was able to augment its irrigable area to a maximum 102,000 hectares in addition to some 35,000 hectares in new areas.

Gregorio P. de Guzman, plaintiff-appellant, was appointed Assistant Sanitary Inspector of San Jose, Nueva Ecija, by virtue of Resolution No. 72 of the Municipal Council of said town on June 17, 1954.
Ramoso filed a motion to dismiss the petition, claiming that the assignment of Guzman to Pantabangan was not a permanent transfer for assignment for the reason that only the Municipal Council can appoint a Sanitary Inspector, but that it was only a transfer or assignment temporary in nature.
By order of January 6, 1956, the lower court dismissed the petition but decreed that the assignment of Guzman to Pantabangan be of temporary character to last only during the absence of the regular incumbent of Pantabangan, and in no case to exceed 30 days.
