Residents said they have repeatedly asked Paombong Mayor Dominador Gonzales to close the dump as it appears to violate the Solid Waste Manage­ment Act of 2000, but their pleas have fallen on deaf ears.
The Paombong dump, however, is only bordered by a three meter pile of loose earth from the Labangan Channel, a man-made river connected to the Angat River, the only living river in Bulacan.

PAOMBONG, Bulacan—Vice Mayor Donato Marcos admitted on Saturday that the open garbage dump being operated by the town at the bank of Labagan Channel in Barangay San Isidro II here may be illegal because no resolution was passed allowing the opening and operation of the dump.
Marcos, who was elected in the last election to replace former vice mayor Eusebia dela Cruz, said he has conducted a research on the legal basis of the dump but found no record of a town council resolution allowing the establishment of the dump ia Sitio Buga, Barangay San Isidro II.
But according to the documents obtained by The Manila Times, the previous Sangguniang Bayan of Paombong came up with a resolution allowing Mayor Dominador Gonzales to negotiate with the officials of the Pampanga River Control System (PRCS) for possible use of the site as garbage dump.

During Thursday's public hearing on flood control mitigation projects in Pampanga and Bulacan held at Paradise resort in Malolos town, Sadain said one of the solutions for the flooding problem in these municipalities would be the implementation and construction of the PDDP-2.
This has prompted the Japan Bank for International Cooperation to postpone the funding of the project until the DPWH is able to settle the right of way and other social issues of the local population.
Bondoc also said residents of Calumpit, Paombong and Hagonoy in Bulacan, who are opposing the PDDP-2 project, must take into consideration the PDDP-1's effectivity in solving the flooding problem in Pampanga.
