An encyclical was a circular letter sent to all the churches of a particular area in the ancient Christian church.
For the modern Roman Catholic Church a Papal encyclical, in the strictest sense, is a letter sent by the Pope which is explicitly addressed to Roman Catholic bishops of a particular area or to the world, usually treating some aspect of Catholic doctrine.
Papal encyclicals usually take the form of a Papal brief due to their more personal nature as opposed to the formal Papal bull.

The Roman Catholic Church generally only uses this term for papal encyclicals, but the Eastern Orthodox Church and the Anglican Communion retain the older usage.
But if the Supreme Pontiffs in their acts, after due consideration, express an opinion on a hitherto controversial matter, it is clear to all that this matter, according to the mind and will of the same Pontiffs, cannot any longer be considered a question of free discussion among theologians.

The difference is that Wills summarily rejects any papal authority to teach and, as such, it has led him down a road that moves from quiet dissent on social issues to outright rejection of fundamental Church teachings.
While acknowledging at one point that Church teaching on artificial contraception is nearly as old as the Church itself and condemned by the Fathers of the Church, he states simply that we cannot “look for sanity” in their treatment of the issue.

The Vatican has not yet announced a date for the appearance of the encyclical, and several previous reports-- such as one story predicting that the Pope's letter would be released on January 6-- have already proven inaccurate.
Since that is a theme of the encyclical-- and since Pope Benedict reportedly asked for detailed information from Cor Unum as he drafted the document-- it might seem appropriate to have copies of the papal letter on hand during the seminar.
By tradition a papal encyclical takes its title from the first words of the text; thus it appears that the Pope begins with a quote from the Epistle of St. John (4:8).

What few people realized was that when Pius XI died there was on his desk a draft of a papal encyclical entitled Humani Generis Unitas ("The Unity of the Human Race") that denounced racism and antisemitism.

The infallibility of the ordinary Magisterium was clearly and explicitly taught by Pius XII and by the Second Vatican Council.
Here is what Pius XII wrote in his 1950 encyclical Humanae generis: "Nor must it be thought that what is expounded in encyclical letters does not itself command consent, on the pretext that in writing such letters the Popes do not exercise the supreme power of their teaching authority.

I would like to rekindle this Eucharistic “amazement” by the present Encyclical Letter, in continuity with the Jubilee heritage which I have left to the Church in the Apostolic Letter Novo Millennio Ineunte and its Marian crowning, Rosarium Virginis Mariae.
To contemplate the face of Christ, and to contemplate it with Mary, is the “programme” which I have set before the Church at the dawn of the third millennium, summoning her to put out into the deep on the sea of history with the enthusiasm of the new evangelization.
It is my hope that the present Encyclical Letter will effectively help to banish the dark clouds of unacceptable doctrine and practice, so that the Eucharist will continue to shine forth in all its radiant mystery.
