Just as paper money had shifted from being a tool to rescue the colony from financial ruin to being the means of growth and expansion, its purpose was subsequently redefined by the demands of war.
But paper money's ability to serve as both a loan and as a currency was the key to its success and, in order for that to occur, a steady and plentiful supply of paper money was needed.
The paper money was to be printed in a manner similar to previous paper money acts, but the first emission was to be repaid by a four-year tax on all landed estates in the province, while the second emission was to be secured by a ten-year excise on liquor retailed in the province.

Encyclopedia article: Banknote   (Site not responding. Last check: 2007-11-06)
Today, this is no longer true; the currency of all countries is now fiat money (Money that the government declares to be legal tender although it cannot be converted into standard specie) not backed by gold or silver.
The original notes were restricted in area and duration, but the Yuan Dynasty (The imperial dynasty of China from 1279 to 1368), facing massive shortages of specie to fund their occupation of China, began printing paper money without restrictions on duration.
Most banknotes are made of heavy paper (A material made of cellulose pulp derived mainly from wood or rags or certain grasses), sometimes mixed with linen (White goods or clothing made with linen cloth), cotton (Erect bushy mallow plant or small tree bearing bolls containing seeds with many long hairy fibers), or other textile fibres.

Paper or Plastic? - Mexico and Australia have ditched paper money for plastic bills. Should we, too? By Eric Weiner   (Site not responding. Last check: 2007-11-06)
Plastic implies cheapness and artifice, which is why all of the countries using plastic money prefer to call it by a more technical name: polymer money.
Haiti and Costa Rica briefly experimented with a primitive version of plastic money in the early 1980s, but it was Australia that mastered the technology, issuing its first plastic bills in 1988 and converting entirely to plastic soon after.
Money, it turns out, is a big factor when deciding what kind of money to use.

AllRefer.com - commercial paper (Money, Banking, And Investment) - Encyclopedia
Because it is not backed by collateral, commercial paper is usually issued by major firms whose credit-rating is so good that their notes are immediately accepted for trading.
Commercial paper is an important source of cash for the issuing firm; it supplements bank loans and is usually payable at a lower rate of interest than the prime discount rate.
Strictly speaking, it includes only those instruments that are used in commerce in place of money, as distinguished from paper used in investment, personal, estate, speculative, and public transactions.

Six Kinds of United States Paper Currency
James Madison himself called paper money a "wicked scheme." It is, when its purpose is to inflate debts and license fiscal irresponsibility by government (the greatest debtor).
This might be seen as a portent of the future; for once the Depression started, and the widespread failure of banks, as the Federal Reverse System refused to support their liquidity, led to a massive deflation, gold came under attack, as it had in the previous century, as the culprit.
This effectively multiplied the money with which such securities were purchased, turning the money itself over to the Treasury, for its purposes, but then enabling the banks to issue currency against it.

These "paper coins," which were much smaller in size than our present currency, were nicknamed "shinplasters," as the hardships of war often forced troops to line their worn-out boots with them.
