  CATHOLIC ENCYCLOPEDIA: Paraguay
Historians disagree as to the true origin of the word "Paraguay", one of the most common versions being that it is a corruption of the term "Payagua", the name of an Indian tribe and "i" the Guaraní for water or river, thus "Paragua-i" or "river of the Payaguas".
The population of Paraguay is composed of Indians, white Europeans, a very small number of negroes, and the offspring of the mixture of the various races, among whom the Spanish-Indian predominates.
At the close of the war, Paraguay was in a state of desolation, with its population decimated, its agriculture destroyed, and its treasury completely exhausted.

Paraguay - Morínigo and World War II
The outbreak of World War II eased Morínigo's task of ruling Paraguay and keeping the army happy because it stimulated demand for Paraguayan export products--such as meat, hides, and cotton-- and boosted the country's export earnings.
While the United States defined its interests in terms of resisting the fascist threat, Paraguayan officials believed their interests lay in economic expediency and were reluctant to antagonize Germany until the outcome of the war was no longer in doubt.
Paraguay experienced a brief democratic opening as Morínigo relaxed restrictions on free speech, allowed political exiles to return, and formed a coalition government.
