PARAMARIBO, the capital of Dutch Guiana or Surinam (see Guiana), in 5° 44' 3 0 "N., 55 ° 12' 54" W., 20 M. from the sea on the right bank of the Surinam, here a tidal river nearly a mile broad and 18 ft. deep.
The straight canals running at right angles to the river, the broad, straight treeplanted streets, the spacious squares, and the solid plain public buildings would not be unworthy of a town in the Netherlands.
The Indian village of Paramaribo became the site of a French settlement probably in 1640, and in 1650 it was made the capital of the colony by Lord Willoughby of Parham.

The Neveh Shalom Synagogue of Paramaribo was founded on Keizerstraat in 1716 and inaugurated in 1723.
It is generally assumed that the first Jews settled in the town already in the late 17th century as they did in other parts of the country where they enjoyed the religious tolerance of the Dutch authorities.
Neveh Shalom was probably not the first synagogue in Paramaribo; other synagogues, no longer existing, were opened in different places of Jewish settlement in the Dutch Guiana, most notably in the plantations near the Cassiepoera Creek, later known as the Joden Savanne (“The Jewish Savanna”).

During Van Stockum's time it was not known that the rotation of the Earth was not uniform and, consequently, the Ephemeris of the moon was given in GMT time instead of ET Van Stockum referenced the longitude of Paramaribo with respect to the Ephemeris meridian instead of the Greenwich meridian.
