	Gastown Parkade Redevelopment
		This report seeks Council approval of a revised budget for the Water Street Parkade based on tenders and for authorization to execute a contract with Dominion Fairmile Construction for the upgrade and expansion of Water Street Parkade, on similar contract terms that Council authorized in November 2002 for the Cordova Parkade.
		The City is the owner of the Gastown Parkade which is comprised of two separate parking structures across the lane from each other in the Gastown area: The Cordova Street Parkade (formerly the Woodward's Parkade) and the Water Street Parkade.
		In addition to parking, the Water Street Parkade project also includes: three levels of offices (12,000 square feet funded by the Property Endowment Fund), an improved facade that is more consistent with the area, remediated floor slabs, upgraded lighting and fire protection, and a seismically upgraded structure.

		Renovations to Parkade Center on Business Loop 70 were unveiled last night during a grand reopening gala.
		The 230,000-square-foot Parkade Center is 20 percent vacant, but the owners expect that space to evaporate as the renovation project is completed.

		Bangor Parkade's state environmental permit also came with conditions, chief among them that the developer acquire and place into a permanent conservation easement 13 acres of undeveloped land on the other side of the Stillwater Gardens subdivision.

		When the City of Vancouver asked RJC to restore and add to the Water Street Parkade's 1970's structure, they envisioned a building whose façade would fit with the neighbouring historic Gastown district's 19th century buildings and warehouses.
		They also needed 250 additional parking spaces, room in the new façade for offices, and a major conversion of the ground floor and basement to accommodate a facility for their major tenant, the historical theatre experience, Storyeum.
		In the finished parkade, stair towers hung on the façade evoke the beautiful fire escapes of an earlier time, and traditional metal framework, inspired by 19th century train stations, screens the new parking levels.
