Parklea Correctional Complex is located on approximately 100 hectares of land 40km north-west of the Sydney central business district.
The Centre was built as a maximum security institution for 220 inmates as a result of a recommendation of the Royal Commission into NSW Prisons (1976-8).
In 1996, Parklea Periodic Detention Centre was opened external to the perimeter walls of the main centre for 80 weekend periodic detainees.

Recommendation 150 states that the health care available to people in correctional centres should be of an equivalent standard to that available to the general public and that a 24-hour service should be available.
This informant described an incident in a Sydney correctional centre where a woman in chronic pain had requested access to a doctor (who was supposed to be available on a 24-hour basis).

Effectively the 'Department of Corrective Services' and 'Justice Health' (the new clean name given to the Corrections Health Service) are causing prisoners mental illness as a means of retribution and prisoner control.
The 2003 NSW Corrections Health Service (now Justice Health) Report on Mental Illness Among NSW Prisoners states that the 12 month prevalence of any psychiatric disorder in prison is 74%, compared to 22% in the general community, and while this includes substance disorder the high rate cannot be attributed to that alone.
The last calls that were made out of Parklea Correctional Complex by my partner, an inmate in remand at Parklea, was on Wednesday 2 February.

Four criminals have been deported from Australia to Vietnam under the Memorandum of Understanding (MOU) with the Vietnamese Government, the Department of Immigration and Multicultural and Indigenous Affairs announced today.
The four men were escorted by Australasian Correctional Management and Departmental officers aboard a commercial aircraft to Vietnam on 3 April 2002.

Now Chaseling is launching a pilot program at the works release center at Parklea Correctional Centre, preparing offenders for release back into the community.
Traditionally, said Chaseling, “We only engage families when things are going wrong,” but he believes that when you engage families in the process before the offender is released, they buy into the plan and view the parole officer as an ally, not an adversary.

The Australian Government argued, in defence of the treatment of a prisoner at Parklea Correctional Centre in 1999, that housing him in solitary confinement without a stitch of clothing, blankets or pillow and under 24-hour artificial lighting was an effort to prevent him harming himself.
Common sense might suggest that removing means of inflicting harm will reduce harm, but one might equally conclude that such undignified, inhumane treatment could increase an inclination to self-harm.
