Breaking the law is an attractive proposition to many of these car drivers because for too long we as a society and as a Parliament have refused to deal with people in terms they can understand.
I suggest that it was a problem in 1996 and it has been a problem ever since, especially as the number of police disappeared from the streets of various suburbs, particularly the seaside suburbs that were under attack by these car hoons.
I know we are now moving to the Costa strategy of celebrity policing, but that will not deliver a police presence on the streets and it certainly will not put police in a position in which they can impound these vehicles.
