Since 1922 the sessions of the Riigikogu have taken place in the Toompea Castle, where one wing was rebuilt for use of the Riigikogu.
In 1992, when Estonia regained its independence due to the collapse of the Soviet Union, elections to the Riigikogu according to the Constitution of Estonia adopted in the summer of 1992 took place.

The ratification is expected to have little effect on the charter after rejections of the document by France [JURIST report] and the Netherlands [JURIST report] last year brought debate about the charter to a standstill, despite its approval by 12 other European countries [BBC report].
Debate on the EU constitution is scheduled to begin in the Finnish parliament this week with a decision to follow by the end of May on whether to propose ratification.

A Soviet-trained astronomer failed Monday to win enough votes in parliament to become Estonia's next president, forcing a new vote on a second candidate.
Ruutel, 78, would have a good chance of doing so because if parliament cannot decide, the vote moves to an electoral college made up of lawmakers and municipal leaders, many of whom support the president.
If parliament fails to choose a winner, other candidates can enter the race as the election moves to the electoral college, with 347 members.

TALLINN - Two members of the European Parliament from Estonia, Toomas Hendrik Ilves and Andres Tarand, have voiced skepticism about the European Union’s readiness to form a common energy policy given the fact that member states’ interests in the sector vary widely and frequently collide.

The bill's authors said the document was initiated by a number of organizations "of fighters for Estonia's liberation," who have urged the parliament to formulate its position on the participation of Estonians in the Second World War, "first of all in the ranks of the German army."
The issue of recognizing Estonians who fought for Nazi Germany during WWII as freedom fighters was first raised at a 2004 congress of the Union of Fighters for Estonia's Liberation, whose members are veterans of the 20th Estonian SS division.
From what I understand, they were recruited in 1944, and lost, along with the Germans, when the Soviets reoccupied Estonia.
