Parma is a medieval city in the Italian region of Emilia-Romagna, with splendid architecture and a fine countryside around it.
Parma, like most northern Italian cities, was nominally a part of the Holy Roman Empire but locally ruled by its bishops until the commune gained strength in the early Middle Ages.
The combined Duchy of Parma and Piacenza was given to the House of Bourbon in a diplomatic shuffle of the European dynastic politics that were played out in Italy.

The sarati, described in Parma Eldalamberon 13, a script developed by J. Tolkien in the late 1910s, anticipates many features of the tengwar, especially the vowel representation by diacritics (which is found in many tengwar varieties), different tengwar shapes and a few correspondances between sound features and letter shape features (though inconsistent).
Even closer to the tengwar is the Valmaric script, described in Parma Eldalamberon 14, which J. Tolkien used from about 1922 to 1925.
It features many tengwar shapes, the inherent vowel [a] found in some tengwar varieties, and the tables in the samples V12 and V13 show an arrangement that is very similar to the one of the primary tengwar in the classical Quenya "mode".

This is a great resource for the languages and I think it's actually tied in to the Eldalamberon.

At various points in the languages' development, he did make word-lists for his own reference (often changing the words even as he wrote them into the lists -- again, these were never any sort of definitive work).
The earliest of these, the "Gnomish Lexicon" and "Qenya Lexicon", were published in the 1990s in the journal Parma Eldalamberon (www.eldalamberon.com).
More recently, Parma has published some of the Noldorin word-lists and grammatical notes that JRRT made during the 1920s.

The Qenya Lexicon itself is organized by roots, and while finding any specific word is not quite as difficult as it is in the Etymologies, the Qenya Lexicon as printed in Parma Eldalamberon #12 is still rather unpractical if you want to swiftly look up any specific word-form.
The diacritics will be found in the Lexicon as printed in Parma Eldalamberon.
The Lexicon, and hence also the main part of this Index, has well over 3000 entries (one estimate by the editors, "over 2500 entries", is technically correct but far too conservative).

 The Quenya Lexicon Reviewed
After several delays, the full contents of the fabled Qenya Lexicon was finally published in Parma Eldalamberon #12 in the early autumn of 1998; the QL now forms a counterpart to the Gnomish Lexicon published in Parma #11 in 1995.

 A very long term project!
With the latest issue of Parma Eldalamberon it's finally proved that Tolkien experimented quite a lot with sarati and some stages seem to me incompatible with later developments.
The original goals of this project were, before the publication of Parma Eldalamberon #13, to provide a package to typeset text using every mode Tolkien ever devised, but I will probably step back to a simpler task...
I have spent some time carefully studying the available documents and at least one thing is clear: in the fictional history sarati were used to write only Q(u)enya (both Valarin and Ñoldorin dialect).
