Secretary Paige Issues New Policy for Calculating Participation Rates Under No Child Left Behind
The 95 percent participation rate was included in the law to ensure that all children are assessed.
Under the new policy, a state may use data from the previous one or two years to average the participation rate data for a school and/or subgroup, as needed.
It is important to note that states already have significant authority in calculating participation rates: 1) states determine how large a subgroup must be to be considered separately for participation rate calculations and 2) make-up assessments count toward the school’s participation rate if a student is unable to take the scheduled assessment.

Doctrinal Note on some questions regarding the participation of Catholics in political life
The consequence of this fundamental teaching of the Second Vatican Council is that «the lay faithful are never to relinquish their participation in ‘public life’, that is, in the many different economic, social, legislative, administrative and cultural areas, which are intended to promote organically and institutionally the common good».
It is in the light of this teaching that lay Catholics must assess their participation in political life so as to be sure that it is marked by a coherent responsibility for temporal reality.
Catholic involvement in political life cannot compromise on this principle, for otherwise the witness of the Christian faith in the world, as well as the unity and interior coherence of the faithful, would be non-existent.

National Report - Widening participation in higher education
This must be accompanied by the objective of reducing the disparities in participation in higher education between groups and ensuring that higher education is responsive to the aspirations and distinctive abilities of individuals.
Participation rates amongst students from the Registrar General’s socio-economic groups IV and V rose steeply during the late 1980s and early 1990s across the UK.
There is a shortage of reliable information on which to base a secure judgement on whether participation by students with disabilities matches their presence in the population as a whole.

 Public Participation
The UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters was adopted on 25th June 1998 in the Danish city of Aarhus at the Fourth Ministerial Conference in the 'Environment for Europe' process.
It focuses on interactions between the public and public authorities in a democratic context and it is forging a new process for public participation in the negotiation and implementation of international agreements.
After the adoption of the Convention, two meetings of Signatories were held in 1999 and in 2000 and a Working Group to prepare for the first meeting of the Parties met three times in 2001 and 2002.

participation in learning @ the informal education homepage
In northern countries discussions of participation in adult and continuing education are far more likely to be found in the literature than, say, explorations of involvement in primary and secondary schooling.
Current and recent participation in learning is greatest among young people, and decreases with each successive age cohort - with 86% of 17-19 year olds; 43% of 35-44 year olds, 19% of 65-74 year olds, and 15% of the 75-plus population reporting current or recent participation.
Participation in a learning activity, whether in organized classes or self-directed, is not a single act but the result of a chain of responses, each based on an evaluation of the position of the individual in his or her environment (Cross 1981: 125).

Likewise the question of participation by the laity in the doctrinal function of the Church is extremely important.
Because participation makes a greater appeal to the responsibility of all, it is thus in every way conformable to the dignity of man and to the nature of the Church.

McLaughlin - The Virtues of Deliberation: A Response to "Public Participation in ICANN"
In short, concluding that the ICANN experiment in public participation has been a failure because online public forums have been a failure is like saying that television has been a failure because Cop Rock was a failure.
The objective is for the diverse participating stakeholders to get informed, explore the facts, hear multiple points of view, think critically about the options, and, through a structured process of dialogues among sub-groups and individuals, to move toward a consensus that maximizes accommodation of all interests.
The Supporting Organizations and "public participation" are not two different channels to the ICANN Board; the latter is an inherent part of the former.

Public Participation in ICANN: A Preliminary Study
Public participants are not, for instance, inhibited from wandering in and out of most committee meetings, but ICANN has not opted to broadcast each of these small-group sessions over the Internet.
Participation in a Supporting Organization is likely the most effective means of becoming involved in the ICANN decision-making process.
Participation in these forums is characterized by a large number of postings by a few persons and a small number of postings by a large number of persons.

Second, the FY average rates also use a consistent measure for participants and eligibles (a 12-month average), while the September rates use a specific month for participants and an average month for eligibles.
Participation rates fell for disabled non-elderly adults, citizen children living with non-citizen adults, the elderly, and Social Security Income participants.

Participation in the Food Stamp Program in December 2004 (the latest data available) was 25,487,768 persons, an increase of 2,207,685 persons from December 2003.
Increases in participation since 2001 likely have been driven by improved access to the program in states, including most recently for legal immigrants, and by the weakened economy.
Participation in December 2004 rose in the District of Columbia and in 47 of the 50 states compared to a year earlier.

Sports participation in childhood and adolescence is important because it is thought to be associated with lower levels of antisocial behaviour [1,2], higher levels of positive emotional wellbeing [3] and greater participation in sport in adulthood [4].
In 1985, 91% of boys and 90% of girls participated in at least one extracurricular sport [5], whereas in 2000 this had decreased to 71% of boys and 58% of girls participating in at least one extracurricular sport [5,6].
In a recent review, Beunen and Thomis reported that the heritability coefficients for sports participation ranged from 0.35–0.83, and that children who had a parent active in sport had 1.2–5.8 times the odds of participating in sport than children whose parents were not active in sport [33].

Some students with limited English proficiency may need to participate in an alternate state or district assessment that measures the same standards as the regular assessments, but in a different format from traditional assessments (e.g., performance assessments).
Students who participate in these alternate assessments should still be part of the overall accountability system.

Sports participation in children involves the issue of children playing or competing in sports and the related concerns regarding nutrition, growth, injury and psychosocial factors.
It is estimated that 25% of girls and 50% of boys aged eight to 16 participate in sports in the United States.
Opponents of early sports participation may point out that children who engage in activities requiring slim figures, such as ballet or gymnastics, may place their growth at risk through inadequate nutrition and even pathologic eating behaviors.

We welcome both the commitment to develop a Convention and the level of ECO participation which we consider to be a model for the drafting of international environmental law in general.
In particular, it is unacceptable for citizens or organisations who have exercised their rights to participate in environmental decision-making to be denied access to administrative or judicial appeal mechanisms.
We strongly believe that the Convention should protect persons exercising their rights to information, participation and justice from penalisation, harassment or persecution, and are deeply concerned that a provision to similar effect was recently removed from the draft text.

The next major sports participation survey is scheduled for the year 2006 but some simple questions on sports participation are included on ISTAT’s annual multipurpose “Quality of Life” survey.

Many participants we interviewed agreed that membership in an electronic civic network can improve the quality of life in many ways for members of disadvantaged or marginalized groups (see, for example, Abramsohn, 1995).
Participants from the civic networks described another way in which electronic networks can be particularly beneficial to disadvantaged groups--they make access to relevant information and resources easier.
Condensing their various concerns to a core theme, they argue that unless citizens have access to "information management" tools, their participation in the democratic process will be constrained as a result of new information and communication technologies.
