Mainhand weapon should be 1:2 ratio and 20 or less delay by level 51, with lower delay being more important than higher damage.
Both weapons have aproximately the same ratio (close to 2/3) but the faster weapon in primary generates much more agro from your target.
My confusion is that offhand weapons should all do the same dps if they have the same ratio, but that doesnt seem the case for bards (tho it does for my monk).
