 CDA: Reflecting on Peace Practice
Peace practitioners believe that the key to insider-outsider partnerships is focusing intentionally on the relationship—and negotiating explicit partnership arrangements.
Partnerships provide another element of linkage—addressing the interlocking elements of conflict and ensuring that solutions on one level are not undermined at other levels.
Partnership planning should address which group can act as an intermediary or provide training or lobby governments or monitor human rights abuses (etcetera!), depending on the context, the geopolitical environment, the types of agencies, and the particular skills and networks of each group.

PFP developed a framework and process; it established the norm that partners should be "contributors" and marked a shift from purely multilateral dialogue to bilateral (partner and Alliance) relationships in the form of Individual Partnership Programs (IPPs) and self-differentiation.
PFP is an open door to the rest of the world; some partners argue that that door needs to remain two way.
PFP is important in that it is the only dimension in Austria’s security policy (aside from EU and Common Foreign and Security Policy) that has a consensus among all the political parties represented in its Parliament.

Minister of State & Foreign Affairs Teodor Melescanu...Partnership for Peace: A Romanian Point of View
Partnership for Peace has projected a way for Partner states, most of which are countries in transition, to reintegrate with European values, practices, and goals, and thus complete the deep political and social changes that began with the collapse of communism.
PFP could equally be an instrument for projecting stability outside its area (the Mediterranean, the Balkans, the Black Sea, the Middle East) by changing the mentality of military cooperation and the approach to addressing security concerns.
Since democracy, peace, and security cannot survive on islands, "NATO-type" relations should be established between all PFP countries, confirming their commitment to defend the same values the Alliance itself is pledged to protect: democracy, stability, and welfare.
