By Ahmad Hanayesh in Parwan (ARR No.49, 24-Feb-03) One of the darker sides of Afghan society - sex between men and under-age boys - is quietly reemerging in some parts of the country after it was made a capital offence by the Taleban, according to local people in two provinces close to the resources.
Residents of Parwan and Kapisa provinces just north of Kabul report that it is quite common for local men, particularly military commanders, to take boys as young as 14 to wedding parties and other celebrations, to get them to dance and, in some cases, have sex with them.
According to Sadiqa Shahbaz, one of the lecturers at the seminar in Chariker town in central Parwan province, there was so little awareness of children's rights that after discussions with the education ministry it had been decided to include the subject in the school syllabus.

Chief of the provincial agriculture and livestock department Abdul Hafiz Hadid told Pajhwok Afghan News 16 million plants were existed in the province but the two and half decades of war and the recent insects attack had reduced the number to 800.
He said the mostly damaged area is the Totam Dara, central part of the province, where the plants were badly affected by the insects.

In the Hilmand province, the discovery of a third weapons cache turned up 200 30 mm rounds, three 30 mm barrels, and one RPG launcher.
Among items in a cache discovered in Paktia province were five AK 47s, 508 7.62 mm rounds, 200 203 mm howitzer rounds, 80 machine gun rounds, 25 5.54 mm rounds, six RPG boosters, and four boxes of armor-piercing rounds.

These caches were discovered throughout the country to include five in Hilmand Province, four in Kandahar Province, two in Nangarhar Province, and one each in Herat and Kabul Provinces.
Officials said one cache, located in Ghazni province, contained 421 82 mm mortar rounds, one 100 mm projectile, two 122 mm projectiles, eight 57 mm projectiles, one 76 mm projectile, 14 23 mm recoilless rifle rounds, two C-50 rockets, 10 anti-personnel mines, 500 fuses, 21 hand grenades and 12 VOC-25 rifle rounds.
The second weapons cache, located in Parwan province, contained 75 AK-47 assault rifles and large amounts of machine-gun, anti-aircraft and mortar rounds, officials said.
