Affirming Catholicism and WATCH agree plans
Pastoral provision for those who have private reservations about the ordained ministry of women can — and should — be made, but such provision should not create structures which undermine the catholic order of the church or suggest ambivalence about the Church’s decision to admit women to the threefold ministry.
Provision should be made for alleged breaches of such secondary legislation / statutory code of practice to be referred to an independent body (to be defined in law) for mediation (in which the agreement of both parties would be binding) or arbitration (in which a decision would be imposed on both parties).
The pastoral provision may not create a parallel jurisdiction of those who are not prepared to accept the ordained ministry of women, but must seek the highest possible degree of communion together with the highest possible degree of permeability.

 Exceptions Prove the Rule
Thus, the Pastoral Provision not only facilitates the reconciliation to Rome of Anglicans without separating the pastor from his flock, but also without requiring that they forswear those portions of their patrimony that are consistent with Catholic faith and practice.
We certainly must be grateful that since the Pastoral Provision decision was issued in 1980 hundreds of married former Anglican clergymen from across the globe have been ordained to the Catholic priesthood, for this has been a great boon to the Church.
While it is true that the Pastoral Provision allows for married priests only for the first generation, with the requirement of clerical celibacy to be reestablished as vocations are raised up from these communities, this too should be seen in the light of the tradition.

Participants believed that pastoral care is a vital component of the University student experience, shaping student attitudes, willingness and even ability to continue with their studies.
Pastoral care however, has also been practiced outside traditional religious contexts.  It "applies equally to the caring function of teachers, particularly in primary and secondary school, as well as to the major part of the ministry of clergy and religious leaders"(Foskett and Jacobs 1997, p.
Participants saw pastoral care as ‘a first line of defense’ providing ‘a referral person where the student can go’.   It was generally agreed that moving a student ‘to a counsellor very quickly’ was imperative at a time of crisis, rather than the staff member trying to deal with more intense or difficult issues.

A key feature of Guidance has been the commitment staff have shown to their pastoral role often at the expense of subject work which has, as a result, had to be completed in their own time.
Nine authorities (35%) had restructured guidance provision in schools and a further eight (31%) were in the process of restructuring, or had put interim agreements in place while they make decisions about future arrangements.
The major challenges which authorities see facing guidance provision were: adapting to the new structures following the McCrone agreement; providing training and support for all staff; maintaining the quality of provision; maintaining staff morale; the widening remit of ‘guidance’; tracking and monitoring pupil progress; and extending ‘guidance’ to primary schools.

A particular area in which local provision would appear to be preferable to institutional support from a distance is in the liaison with with local churches and other religious organisations.
