Binns may be remembered for running the largest deficits in the history of Canada's smallest province, with the net provincial debt forecast at $1.347 billion (CAD) for FY 2005-2006, a gain of $350 million alone since FY 1998-1999.

Binns is "from away" an Island term defining someone who was not born on P.E.I. Patrick George Binns was born in Saskatchewan on Oct. 8, 1948, to Stanley Ernest Binns and Phyllis Mae Evans.
That was followed by eight years in the private sector, Binns took to the land on his Hopefield property running his bean farm and acting as president of both Island Bean Limited and Pat Binns and Associates.
Binns was elected MLA for District 5, Murray River-Gaspereaux, in the general election of Nov. 18, 1996.

Born in Weyburn, Saskatchewan, Pat Binns moved with his parents, Stan and Phyllis Binns, and his sister Barb (Doyle) to Lloydminster in 1960.
Pat attended the University of Alberta from which he graduated in 1971 and after a brief time spent in Alberta, the family has resided on the Island since 1972.

Supporters of proportional representation say they are fuming over a decision by Premier Pat Binns and his Conservative government to make it difficult for people who favour a new voting system to win Monday's provincewide plebiscite.
Binns is making no apologies for setting high benchmarks on the plebiscite - higher than the traditional 50 plus one that has been accepted in all other Island votes, including a referendum on building a bridge to connect the province to the mainland.
He says the Binns government has put up roadblocks to the plebiscite, including the lack of a voters' list, which means people will have to answer questions and prove their identities when they show up at polling stations.
