Changing it in "User variables" only makes the change for the current user.
For the change to have an effect, you will need to exit from any current cmd.exe windows, and restart a new cmd.exe window.

Changes made using the PATH command are NOT permanent, they apply to the current CMD prompt only and remain only until the CMD window is closed.
Changing a variable in the Control Panel will not affect any CMD prompt that is already open.
The %PATH% variable is set as both a system and user variable, the 2 values are combined to give the PATH for the currently logged in user.

Discovering A Generative Path to Organizational Change   (Site not responding. Last check: 2007-10-26)
Generative change is change designed to be life-giving - an approach to change that builds in the organizational capacity not only to continuously improve what is but also to make evolutionary leaps to what's possible.
I find it useful to define change effectiveness in terms of the true leverage of the change initiative, where true leverage is the ratio: true stakeholder benefits divided by true stakeholder costs.
The key to having change flow smoothly, naturally and swiftly is to first work with the natural innovators, those who are already seeking change and turned on about pioneering it.

Change Teams rely on two essential support roles played by people who are not members of the team: the Champion and the Team Coach.
Change Teams are short-term, self-managed small groups of diverse volunteers who are dedicated to the Change Initiative and to each other.
Small, high-leverage changes move the organization towards transformation at a quicker pace with greater leaps from the old process to the new.

 Change & Transition
We all face changes, both wanted and unwanted, in every aspect of our lives: personal, professional, and in the world around us.
Understanding the difference between change and transition is the first step in effectively coping with change.
Change is defined as an external event or situation, whereas transition is the psychological reorientation that happens within us.

 Jason Womack: Path to change?
For many of these people, changing airports as often as changing ties and living out of a suitcase are realities that confine them in.
When I read this, I realized that any time I've changed, learned something or grown, it's because I either had friends who let me know something was about to change, or...I just knew in my heart that it was time to move on.
There is something said to "intuitive coaching." I've often said that most people don't need to spend any more time identifying their values, mission, or purpose on earth; in fact, their values, mission and purpose is the reason they've taken so much work on; they care, and want to make a difference.

This stage on the Path allows the Wraith to go beyond the cosmetic, and put serious changes on the map of her host.
These changes are costly, though, and the Wraith has to be careful with what she's doing: too many changes may seriously damage or kill a host.

In my experience, although the optimal path seems to be a “better” way to start a new venture, project or merger, it is not an easy task to live through or implement.
In the first case, an impulsive way of changing, and in the case of the optimal path, there is a natural design (Beck, 2003) as a way of changing.
Finally we are dealing with looking for equilibrium between the life conditions or environmental conditions imposed, and between the optimal path stages and the development of skills in the group involved in the project in order to fit those life conditions.

From Requirements Change to Design Change: A Formal Path   (Site not responding. Last check: 2007-10-26)
The change problem is complicated because requirements changes are specified in the problem domain, whereas the design response and the implementation changes that need to be made are in the solution domain.
An important way of cutting down the memory overload and difficulties associated with making changes is to use the same representation for requirements and the initial design response to the change.
We extend this design approach, by proposing a formal method for mapping changes in a system's functional requirements, to changes in the architecture, the behavior of individual components and their interfaces.

Alignment with Our True Values Provides Path for Change
“The entire path of Western civilization has taken humankind and the planet on a trajectory of initiation, into the state of complete alienation, into an encounter with mortality on a global scale—first with the nuclear crisis, followed by the ecological crisis.
According to Paul Ray and Sherry Anderson, authors of “The Cultural Creatives: How 50 Million People Are Changing the World,” there are a growing number of folks in our nation and around the world who are refusing to live “divided” lives.
Millions of men and women are getting in touch with their true values—personal growth, service to others, caring for the environment and others—then choosing to live these values, taking responsible action rather than merely speaking the words.

However, we can change our self, which results in a possible disharmony between the choices of the past, and the person of the present.
The president of a corporation will have vast social ties and responsibilities, a reputation and even the well being of people under him or her if they should decide to change, while a person fresh out of high school has little decisions to undue, or people to let down.
Some of the greatest and most influential humans that walked the earth did so in relative poverty from Einstein, Thoreau, Tesla, Van Gough, Mother Theresa, to name a few, but each was passionate about what they did and what they did was a reflection of who they were.
