Not too long ago, Minister of Foreign Relations Patricio Zuquilanda unveiled the uniform he expected members of Ecuador’s ambassadors to don for formal diplomatic affairs: an 18th century outfit with gold braids and brass buttons topped by a two- (as opposed to three-) cornered hat adorned with plumes.
When the press and the diplomatic corps greeted the design with unkind remarks and belly laughs, Minister Zuquilanda dropped the idea, stating in wounded tones that his intention had been simply to “elevate” the prestige of the nation’s ambassadors in the eyes of the world.
Now Zuquilanda has come up with a new idea for “elevating” the prestige of the Ministry of Foreign Relations: he’s bought himself a new stretch limousine, an excellent way to spend tax payers’ money in these times of crisis when fully 25 per cent of all Ecuadorians have been expelled by the motherland.

Colombia is still studying requests to grant asylum to Gutiérrez’s brother, a former Ecuadorean military general and a businessman close to Gutiérrez, a foreign ministry spokesman said on condition of anonymity, in accordance with ministry policy.
Patricio Zuquilanda, Ecuador’s former foreign minister and a close confidant of Gutiérrez, praised the decision.
‘‘This is recognition by the Colombian government and its people of the institution of asylum,” said Zuquilanda, who is with Gutiérrez in Bogota.

A large part of these Colombian citizens crossed the border fleeing the domestic armed conflict, and have thus preferred to remain "invisible," although UNHCR figures show 21,722 requests for asylum between 2000 and 2003, of which that UN commission on refugees approved 6,644.
In this regard, Foreign Minister Zuquilanda announced that as of May 1, Ecuador will require a certified legal background of Colombian adults who want to enter Ecuador using the Andean Migration Card, an instrument designed to simplify the movement of citizens of the Andean countries.

Gangotena has protested against the Foreign Ministry's decision to dismiss two of his aides, the African-Ecuadoran Mae Montano and the Indian Silvia Gonzalez, taken on the grounds of the need to reduce the political quota and cut costs.
Zuquilanda said yesterday that Gangotena has been misinterpreted.

The Organization of American States ended its 34th General Assembly held in Quito, Ecuador, with the approval of a strong declaration condemning corruption and designed to make the hemisphere hostile territory for leaders and government officials who after engaging in corrupt acts try to flee their countries.
"In this Assembly, the basis has been laid for moving from the concept of action against corruption to practical measures to fight it, because the mechanisms are going to be established" to work against it, said Ecuadorian Foreign Minister Patricio Zuquilanda at the Assembly's final press conference.
The foreign ministers also committed themselves "to cooperate to extradite (corrupt officials) and to recover and restore the assets stemming from corruption to their legal owners" insisting that "we must perfect the regional mechanisms of mutual judicial assistance in penal matters".

At Argentina’s request Ecuador yesterday removed its ambassador Germánico Molina after he last month allegedly helped Guillermo Suárez Mason, a member of the past military dictatorship, to violate the house arrest he was serving for baby snatching.
The decision to remove Molina, a lieutenant-colonel, was taken by Ecuadorian President Lucio Gutierrez, to whom Zuquilanda reported the case after Argentine Foreign Minister Rafael Bielsa called him on the telephone.
Foreign Minister Bielsa, who is a great friend of mine, called me to express his enormous concern about the case in Argentina, and I immediately informed President Lucio Gutierrez in detail, Zuquilanda said.
