Abercrombie, a man already well respected in the field of Town Planning, had the freedom of being able to treat the city centre as a single cleared site of around 200 acres, which could be brought into local authority ownership.
Although Abercrombie’s Plan for Plymouth dealt with Plymouth as a whole it was the radical redevelopment of the city centre, which proved most captivating.
Abercrombie described Armada Way as the Plan’s ‘one great decorative – even monumental – feature’, the intention being to allow visitors arriving by train an immediate view of the city’s most famous landmark, the Hoe.

In 1941 the Minister of Works and Buildings asked the LCC to prepare a plan which became the County of London Plan 1943 – the proto report for the later Greater London Plan 1944 which was commissioned by the same Ministry in 1942.
