Patrick Augustus Mervyn Manning (born August 17, 1946) is the current Prime Minister and Minister of Finance of Trinidad and Tobago and Political Leader of the People's National Movement (PNM).
Manning received his secondary education at Presentation College, San Fernando and a Bachelor's Degree from the University of the West Indies in Mona, Jamaica in 1969.
Manning led the PNM to win the 1991 General Elections, and he served as Prime Minister from 1991 to 1995.

Manning said that the Caribbean, labeled as the region with the second most affected HIVV/AIDS, was suffering tremendously from the virus in both social and economic terms.
Manning said for this reason, Caribbean states need to intensify their fight against the problem at all levels, including research, care and treatment and in fighting the stigma and discrimination associated with the disease.
