A Courier-Journal poll released in mid-September found Fletcher's approval rating at 38%, tying the low rating previously reached by his predecessor Paul E. Patton.
In May 2005 controversies began to mount regarding the Fletcher administration's disregard of the state merit system in hiring, promoting, demoting and firing state employees based on political loyalties.
