Paul Fannin was a key player in a bipartisan effort to establish the Central Arizona Project, the canal that delivers Colorado River water to Phoenix and Tucson and that is considered to be the most important public works project in the history of Arizona in terms of water supply.
Paul Fannin was dedicated to his late wife, Elma, to whom he was married for sixty-seven years, and to his four children, Linda, Tom, Bob and Bill, ten grandchildren and nine great-grandchildren.

A native of Kentucky, Paul Jones Fannin launched a thriving career in the petroleum and equipment distribution business in his adopted state of Arizona shortly after graduating from Stanford.
Although Gov. Fannin and Republican legislators wanted to enact legislation permitting Goldwater to run simultaneously for President and for re-election to the Senate in 1964; he told them not to-that he had so attacked Lyndon Johnson for his dual candidacy four years before that he could not in good conscience pursue the same course.
Returning to Phoenix after his retirement in 1976, Fannin remained active in community and party affairs and, well into his '80s, was an active fund-raiser for old friends such as Bob Dole and newer stars in the Republican galaxy he helped to make.
