Paul Kellogg argues, in short, that Left nationalism produced theorists who saw Canada as comparable to some Third World countries subordinated to the U.S., looted of resources by it, and prevented from fully developing industrial might (the "dependency theory").
The thunderous conclusion Kellogg comes to is that Canadians whould realize they are imperialists and should work to lighten their oppression of Quebec and the Native Peoples (as that other imperial power, one supposes, should work to lighten its oppression of Blacks, Hispanics, and Native Peoples in the U.S.A.).
One of Paul Kellogg's major arguments is that Left nationalists hold that Canaada is a resource colony, is selling off its resources, is failing to develoop industrial capacity, and is, therefore, a colonial dependency of the U.S.A. He refutes all of those things, using graphs and statistics - and his argument appears strong.

In 1907 Paul Kellogg, who was about to replace Edward T. Devine as editor of Charities and the Commons, was asked to conduct a broad survey of social conditions in the industrial city of Pittsburgh.
Paul Kellogg hoped to "engage the attention of a wide audience by use of graphic and literary arts in partnership with the social sciences, to catch the eye and heart as well as the intellect." [ 16 ]

According to the magazine's editor, Paul Kellogg, Survey Graphic relied on "social team play," bringing together writers from different fields and with different viewpoints to discuss issues that Americans were concerned about, but mainstream media publications seldom discussed.
Like many social workers in the thirties, Paul Kellogg worked through government channels to effect the kinds of changes he believed were necessary to help Americans out of the Depression crisis.
While Kellogg did praise government programs that had far-reaching results (he was particularly impressed by the Tennessee Valley Authority work), he was equally committed to convincing government officials to generate more comprehensive planning programs for Americans.

Paul Kellogg has published a speech called " After Left Nationalism:The Future of Canadian Political Economy " that is causing a bit of a stir.
Kellogg basically argues that "left nationalism" is over--and that Canada is an imperial country and so should not be concerned with a nationalist movement.
I haven't read Kellogg's speech (I only read Matthews' response) but it seems to me that there's is indeed a bit of a tension between Left Nationalism and imperialism, but not one that is unresolvable.

It seems to me that what Kellogg does is sets up a number of straw men and then proceeds to knock them down, sometimes by using data that is not up-to-date, and sometimes by failing to properly explain the charts he produces.
For a better understanding of the bottom-line relevance of these numbers, Kellogg would be well to refer to the disastrous results for Canadians in terms of employment, unemployment, GDP growth, wages and incomes as spelled out in detail in The Vanishing Country and in my Couchiching speech to be found elsewhere on these pages.
As to the "indisputable" analysis of Canadian direct investment abroad, Kellogg totally ignores the well-known fact that much of this so-called "Canadian" investment is not Canadian at all but represents foreign corporations in Canada investing abroad, often for shady reasons.

The Kelloggs admired the government's numerous arts projects and published photo essays on music and theater productions, including one on the musicians behind the Emergency Relief Bureau concerts (August 1935).
The Kelloggs also published many of Lewis Hine's work portraits, which emphasized more positive aspects of work in American industries (May 1937).
Using documentary writing and photography, the editors, writers, and artists of Survey Graphic presented a portrait of America that demonstrated their faith in social planning, their commitment to public education, and their interest in the human variety that made up the nation.
