Already by Paul's time it had become the dominant cult in a large part of the Empire, certainly in the parts where Paul was active, and was the means whereby the Romans managed to control and govern such huge areas as came under their sway.
Paul was coming to Rome with the gospel message of Jesus the Jewish Messiah, the Lord of the world, claiming that, through this message, God's justice was unveiled once and for all.
Paul is thus not only located on the map of second-Temple history, but, by employing an inner-Jewish rhetorical strategy in which one's opponents were cast as pseudo-pagans, he is able to use the device in a quite new way, setting up precisely this polemic so as to serve a new purpose, namely his anti-Caesar message.

Wright explains that the basic themes governing the second temple Jewish minds (thus also, according to Wright, governing Paul’s mind) were the interactive topics of (1) creation and covenant and (2) messiah and apocalyptic.
Wright teaches that such Pauline language of “gospel,” “freedom,” “justice,” “peace” and “salvation” is also found within the Roman imperial cult of Caesar: the “gospel” of Caesar declared that it was the Caesar (the “lord”) who would bring freedom, peace and salvation to the world, establishing justice (or “righteousness”) throughout the cosmos.
Wright therefore says that justification is the sinner declared right, that is, declared to be in the covenant (within the people of God) having his sins forgiven.

Unlike his distinguished older brothers, Sewall Wright and Quincy Wright, "Ted" was a doer, not a thinker, an athlete, engineer and administrator who turned away from the academic life of his family to live in the world of business and government until he went to Cornell University as Vice President for Research in 1948.
In the spring of 1951, Wright became Acting President of Cornell and indeed was offered the presidency, but turned it down because he didn't want to spend his time raising money from the rich, one of the chief duties of college presidents.
Wright retired from Cornell in 1960 and from the Aeronautical Laboratory presidency in 1966, but he continued to be active in aviation and community affairs, especially in environmental and conservation problems.

The problem Paul confronted in his dispute with the Judaizers was a “boasting” in national privilege, and an unwillingness to acknowledge that the covenant promise extends to Gentile as well as Jew.
Paul’s doctrine of justification must be read in the historical context of the first century, and in the light of the Old Testament’s teaching regarding the promise of the covenant.
