Adams having some fun, but the poor Paul Neil Milne Johnstone (aka Paula Nancy Millstone Jennings) does exist, according to the FAQ (scroll down to section 4.3).
Recent discussion of this site in the wonderful Ethel the Blog including the text of the "worst poem ever written in the English language." Well worth a read, if only to scare you badly enough to make your hair turn white.

 Hitchhiker's Guide to the Galaxy, The : Worst poetry in the Universe
In chapter 7 Adams mentions the worst poetry in the Universe to be created by Paula Nancy Millstone Jennings.
In the original radio series it referred to Paul Neil Milne Johnstone, but Adams was forced to retract the name for later recordings and for the book.
