Paulding County was organized by the legislature on April 1, 1820 from lands that were formerly part of Williams County, Ohio.
Paulding County has a significant African-American population, unlike most rural counties in Ohio and Indiana, and while the African-American population in most northern cities dates from the early 20th century, there are a number of African-American families that trace their Paulding County roots to the 1860s and before.
In the county, the population was spread out with 26.80% under the age of 18, 8.60% from 18 to 24, 28.00% from 25 to 44, 24.00% from 45 to 64, and 12.60% who were 65 years of age or older.

Following that election, the new justices of county's inferior court were empowered to select a site for the county seat and provide for erection of a courthouse and other public buildings.
Because Van Wert was located in the section of Paulding transferred to Polk, the legislation authorized the Paulding County inferior court to select a new county seat and provide for erection of a courthouse.
