Muwanga proceeded to grant most of the safeguards he had promised in Dar es Salaam but remained firm against the use of one ballot box per polling station.
The biggest concession Muwanga made and which ensured that the elections were conducted in a safe, free atmosphere was to lock up all the soldiers in the barracks and remove all the roadblocks on polling day.
It is amidst all this confusion that Paulo Muwanga had issued the unforgettable proclamation, which DP always cites as evidence that the election was stolen.

A new name of the Uganda National Liberation Army was given to Kikosi Maalum and Paulo Muwanga, (not anyone in the Gang of Four) was elected to be the Chairman of the Military Commission of the UNLF to control and direct Kikosi Maalum.
The election of Muwanga was an expressed acknowledgement that no one in the Gang of Four or in the leadership of the UNLF had anything to do with the removal of Amin.
They proposed Paulo Muwanga a member of the UPC as a possible Chairman when the UNLF was actively campaigning to destroy the UPC and the other political parties and establish a one-Party State.

Paulo Muwanga (1924 1991) was, as the chairman of the governing Military Commission, the de-facto President of Uganda for a few days in May 1980 until the establishment of the Presidential Commission of Uganda.
From 1 August to 25 August 1980, he served as Prime Minister.
Following the elections held on 10 December 1980, Muwanga installed himself as the head of the Electoral Commission and declared Obote's Uganda People's Congress the winner.

When Lule's successor Godfrey Binaisa tried to dismiss the pro-Obote minister Paulo Muwanga from his government in February 1980, Nyerere forced Binaisa to give Muwanga another cabinet post; three months later, Binaisa himself was dismissed for trying to replace yet another Obote supporter.
Muwanga then took the reigns for the rest of the year as the country prepared for elections which, most observers agreed, had little chance of real legitimacy due to the chaotic condition of the country.
When the results started to come in that the largest opposition party, the Democratic Party, was doing well upcountry, Muwanga halted the counting and took charge of the situation, claiming that no results would be announced until he had personally endorsed them.
