Beef Stroganoff, in its simplest form, is simply tender beef with a mushroom and sour cream sauce served over rice or noodles.
The current accepted history of this dish dates back to the 1890s when a chef working for Count Pavel Alexandrovich Stroganov, the famous Russian general, invented the recipe for a cooking competition in St.
Petersburg, although it should be noted that recipes of meats braised in a sour cream base are fairly typical of medieval Russian cookery.

Prior’s Palace in Gatchina is the exceptional sample of soil construction made by architect Nikolay Lvov by the order of the Emperor.
The palace itself and the wall surrounding it were made using soil as construction material.

According to a very dear friend of mine, born & raised in Omsk, Siberia, you are correct.
She says another part of the story goes that the dish was named by a chef in honour of his employer, Count Pavel Alexandrovich Stroganov.
The story goes on to say that it created because the Count had lost most of his teeth and could not eat a regular steak.

Borshch and golubtsi are Ukrainian (I think many "Russian" dishes are actually Ukrainian in origin).
To further confuse matters, the Tsar's court imported their own cuisines: Beef Stroganoff was created by a French chef working for Count Pavel Alexandrovich Stroganov, a Russian diplomat.
Or what about this: Chicken Kiev is actually an old French dish renamed by New York restaurants to please Russian immigrants.
