Paveway is a kit that attaches to standard unguided bombs, consisting of a seeker unit with a thermal battery to provide electrical power, a set of front fins to provide course correction, and a set of rear wings to allow the weapon to glide towards the target rather than free-falling.
Paveway III guidance kits were also used on the GBU-28/B penetration bomb fielded at the close of the 1991 Gulf War.
The Paveway III was also used during the Indian offensive in the Kargil War in 1999.

The core of the Paveway III guidance system is a digital autopilot based on microprocessor technology, which supported by barometric sensors and an inertial reference unit, allows the weapon to fly an optimal midcourse trajectory after release.
The Paveway II is an incremental development of the Vietnam era Paveway I, and uses a simple non-proportional guidance kit which is the key to the weapon's low cost.

By the late 1970s, Paveway II laser-guided bombs were standard precision-attack air-to-ground weapons in the U.S. inventory.
Originally, Paveway III guidance kits were to be built for four different warheads: a new HSM (Hard Structure Munition), which didn't materialize, and the 500 lb MK 82, 1000 lb MK 83 and 2000 lb MK 84 standard bombs.
Because Paveway III guidance kits are significantly more expensive than Paveway II kits, the latter are nevertheless still in service and won't be retired in the near future.

In the early 1970s, the initial PAVEWAY was replaced by the PAVEWAY II, which featured an enhanced but also simpler and cheaper seeker head and pop-out fins to improve the weapon’s glide characteristics and make it easier to fit to an aircraft.
Paveway II models have the following improvements: detector optics and housing made of injection-molded plastic to reduce weight and cost; increased detector sensitivity; reduced thermal battery delay after release; increased maximum canard deflection; laser coding; folding wings for carriage, and increased detector field of view.
Enhanced Paveway™ II DMLGB is currently fielded in the RAF inventory and has already proven itself in combat as the weapon of choice for the RAF in Operation Iraqi Freedom.

This program led to the 'Paveway' series of laser-guided bombs, of which the first were introduced in 1967 after the initial release of a laser-guided development weapon in 1965.
The designation 'Paveway I' was adopted only in 1978, when a PEP (Production Engineering Program) was started for an overall improvement in laser-guided bomb capabilities, and is used for a series of add-on laser-homing kits, which are marked-target seekers and associated control surfaces developed by Texas Instruments.
The 'Paveway I' soon proved in operations from 1968 that its primary benefit, other than the very high degree of terminal accuracy, was that the launch warplane needed no modification to carry the weapon and after weapon release could depart from the target area unless it was also the laser-designator machine.

The Paveway IV is developed from the foundation of the combat-proven Enhanced Paveway II, the most widely used precision munition in Operation Iraqi Freedom, with more than 8,700 dropped so far.
Paveway IV is the next generation of the Paveway family of precision guided munitions and is jointly developed by Raytheon Systems Limited (RSL) in the U.K. and Raytheon Missile Systems in the United States to meet the U.K.’s Precision Guided Bomb requirement.

It was also reported that Raytheon's family of infrared, TV and laser guided AGM-65 Maverick missiles was used successfully in Operation Iraqi Freedom, including the first combat use of two new variants: the AGM-65H, with a 125-pound shaped charge warhead, and the AGM-65K, with a 300-pound blast fragmentation warhead and selected fuze delay.
Paveway was the "weapon of choice" during Operation Iraqi Freedom.

At the today ridiculously low cost of several thousand dollars a round, Paveway 2 laser guided bombs have virtually supplanted unguided bombs as the bread and butter munition of the 82 Strike/Reconnaissance Wing.

The paveway you were thinking of is the GBU-28 it was heavy enough to make the F-111's that carried them lean and the tritinol in the casing's was still warm when they arrived in Saudi during Desert Storm.
Nevertheless, it was still not classified as a 'precision' weapon due to the 3 meter criteria.
As with the Paveway 3 LGB's, bigger fins allowed more accurate shallow trajectories and lower release altitudes.
