SIR-B was part of the OSTA-3 experiment package in the payload bay, which also included the Large Format Camera (LFC) to photograph Earth, another camera called MAPS which measured air pollution, and a feature identification and location experiment called FILE which consisted of two TV cameras and two 70 mm still cameras.
It operated throughout the flight but problems were encountered with the Challenger's Ku-band antenna and therefore much of the data had to be recorded on board the orbiter rather than transmitted to Earth in real-time as originally planned.
Payload Specialist Scully-Powers, an employee of the U.S. Naval Research Laboratory, performed a series of oceanography observations during the mission.

Usually a Payload Specialist will work on one specific experiment, but if it looks like a crew has too much work to handle on their own, the Payload Specialist will often lend a hand.
They must have knowledge of all the experiments taking place on board, unless a Payload Specialist is in charge of the experiment and will not require help with it.

Payload specialists were named by the payload's sponsor (a commercial entity, foreign government or Agency, US government Agency, etc.) The legitimate purpose was to have aboard an engineering or scientific specialist intimately familiar with a particular experiment and able to operate and trouble-shoot it in orbit.
Less legitimate, prior to the Challenger disaster, was the flying of representatives from companies or agencies that had paid for a commercial payload, or propaganda selections (politicians, teachers, journalists).
Payload specialists were not trained in distinct selections or groups.
