Payne, a deputy public defender, is appealing her suspension and is considering legal action.
Payne said she acted after the county sent out inaccurate notices about pay raises to county employees in the prosecutor's and public defender's offices in a letter dated June 8.
Payne, whose current annual salary is $45,497, thought she was going to receive about a $10,000 raise.

Fort Payne's stockade was one of 31 forts built as collection points and detention areas after 7,000 United States troops invaded the Cherokee nation and made captive all of its people.
All that remains of Fort Payne's stockade is a chimney in a wooded area along the railway near Third Street Southeast.

Payne County is one of the picturesque and interesting spots of early day Oklahoma history.
My father Patrick H. Guthrey located in Payne County April 22, 1889, on a homestead about three miles south of the town of Stillwater, his homestead chancing to be almost the exact geographical center of the county as then laid out.
Wiles, the county judge, and also an aggrieved party, was the examining magistrate before whom I was tried, and without much ceremony I was placed under $1000.00 bond which in those days of no real estate titles was an appalling sum for a bondsman to qualify for.

 De Kalb County, Alabama Genealogical Records Information
DeKalb County, Alabama was established January 9, 1836 from land that was ceded to the federal government by the Cherokee Nation and is named for Baron Johann Sebastian DeKalb, an American Revolutionary War hero.
The county seat is Fort Payne, a name derived from the fort that was built during the forced removal of Indians along the Trail of Tears, as commissioned by Captain John Payne.
Captain John Payne was sent to Willstown Mission (Will’s Valley – named for Indian Chief Red-Head Will), present day Fort Payne, to command the local garrison of soldiers and see to the construction of the stockade.

Lyle Testerman, candidate for Payne County commissioner District 1, said he has two main campaign issues because there are two forces pulling for the same county dollars: rural residents and city residents.
“For Payne County, the one (issue) that affects the rural residents the most is roads and bridges,” he said.
Testerman said an important issue in many Oklahoma counties is overcrowded and deteriorating jails, which is one of the things Payne County could spend money on for city residents.

An estimate made by a consolidated school district for the conduct of a school may not be reduced by the county excise board, if the rate of levy authorized by the voters of the school district under the statutory and constitutional limitations is sufficient to produce the amount of the estimate made.
The result of the election, together with a statement of the financial condition of the district and the estimated needs thereof for the ensuing fiscal year, was duly certified to the county excise board of that county.
Consolidated school district, as plaintiff, then brought this action in mandamus against the county excise board to compel it to approve the estimate and make the levy accordingly.

1921, having provided that all penalties accruing on delinquent taxes shall be turned into the county sinking fund, it was not within the power of the city of Stillwater to make disposition thereof by inconsistent provisions in its city charter.
