Peace Maker Kurogane is a story about the Shinsengumi, which most anime fans will be familiar with from the Ruroni Kenshin/Samurai X series.
Kurogane also tells the story of the loyalists who fought against the imperial rebels, while Kenshin was a rebel himself.
As it's part of the recent explosion of period pseudo-historical anime that came after Kenshin, Kurogane is obviously an heir of sorts, but it covers a number of topics that Kenshin doesn't.

PeaceMaker Kurogane - Anime Academy Lounge
ADV manga didn't pick up the first part of the story, Shinsengumi Imon Peacemaker which is what the anime generally covers, but then it starts introducing characters that were introduced LATER in Kurogane at a much quicker rate than they should have been.
Basically I like the manga better simply because if you read Shinsengumi Imon Peacemaker and THEN Peacemaker Kurogane the story is better paced, the characters aren't rushed in and out before you know what's happening and the 'ending' isn't rushed as it is in the anime.
Kurogane is a sequel to Shinsengumi Imon, but you technically don't HAVE to read SIP first, if you see the anime you can get the majority of it, but basically it's all about Tetsu joining the group and his falling out with Suzu.

 Peacemaker Kurogane
Peacemaker Kurogane starts in 1864, before the "Ikeda-iya Incident" which made the group so well known to wanna-be Samurai heroes (at that time, the Shinsengumi was less than a hundred men strong) and guaranteed them a place in history.
It is true that the first OVA series of Kenshin had shown some of the Shinsengumi's activities and main characters (mainly Saito and Okita), but, that was not enough to give us a good idea of who these guys really were and what they were fighting for.
That is taken care of in great detail in Peacemaker Kurogane, since we meet ALL the important figures of the Shinsengumi and we get to learn their motivations.
