On April 30, 2004, Louisy sanctioned the legalization of abortion in St. Lucia by formally assenting to Clause 166 of the revised Criminal Code.
"While Louisy's office as governor-general is largely ceremonial, she, like King Baudoin of Belgium, could have refused to recognize the law and abortion would not be legal in St. Lucia" explained Euteneuer.
According to Louisy's own testimony at the United Nations the incidence of child physical and sexual abuse in St. Lucia quadrupled from 1997 to 2002.
